Human Resources Coordinator

Job Description

Open Roads Services, LLC (ORS) is a New Jersey-based for-profit behavioral health and community services organization, affiliated with Open Roads Community Center (ORCC), an IRS-approved 501(c)(3) nonprofit. We are seeking a detail-oriented, people-centered Human Resources Specialist to manage and support the full spectrum of HR operations across both ORS and ORCC.


This HR role serves as the operational backbone of Open Roads. The Human Resources Coordinator is responsible for recruitment and onboarding, employee relations, benefits administration, compliance, personnel recordkeeping, and the development and maintenance of HR policies and procedures aligned with NJ state law, federal regulations, and organizational standards. The ideal candidate brings working knowledge of both for-profit employment practices and nonprofit HR compliance, and the ability to navigate the distinct regulatory and operational contexts of each entity with precision and professionalism. This position reports directly to the Chief Executive Officer, Yohandra Grillo, LAMFT.

$55,000 / year | $30.22 / hour


Salary Range

$45,000 – $65,000 • Commensurate with Experience &   Qualifications

Job Function


Recruitment & Onboarding

• Manage the full-cycle recruitment process for ORS and ORCC — including job posting, applicant screening, interview coordination, reference and background checks, offer letters, and pre-employment documentation.

• Coordinate structured onboarding for all new hires, including orientation, benefit enrollment, policy acknowledgment, credentialing verification, and system access setup.

• Maintain current job descriptions and ensure all postings reflect organizational standards, legal requirements, and current role expectations.


Employee Relations & Compliance

• Serve as the first point of contact for employee inquiries related to HR policies, benefits, leave, performance concerns, and workplace issues.

• Support leadership in navigating employee relations matters, including disciplinary processes, performance improvement plans, and separations in compliance with NJ employment law.

• Ensure compliance with applicable federal and NJ state regulations, including FLSA, FMLA, ADA, Title VII, and NJ WARN Act. Maintain and update the employee handbook for both ORS and ORCC.


Benefits, Payroll Support & HR Records

• Administer employee benefits programs — coordinating enrollment, changes, and terminations with benefit carriers; serve as primary liaison between employees and vendors.

• Support payroll processing by ensuring accurate employee records, timely submission of changes, and compliance with applicable wage and hour laws.

• Maintain accurate, confidential, and audit-ready personnel files, track and report key HR metrics to the CEO regularly.

Responsibilites

• Conduct pre-employment background checks, CARI screenings, and FBI fingerprinting coordination for all new hires across ORS and ORCC.

• Track licensure, credentialing, and certification expiration dates for all clinical and regulated staff; notify supervisors of upcoming renewals.

• Coordinate and track mandatory staff training completion, including HIPAA, abuse and neglect reporting, CPR/First Aid, and CSOC or Medicaid-required trainings.

• Support the CEO and COO in workforce development, organizational planning, and HR strategy as both organizations grow.

• Maintain strict confidentiality of all personnel information; uphold ORS/ORCC values of equity, cultural humility, and professional excellence in every interaction.

Education & License Requirements


Education

• Bachelor’s degree in human resources, Business Administration, Organizational Development, Psychology, or a related field required.

• A master’s degree in HR or Business Administration is a meaningful asset. PHR or SHRM-CP certification strongly preferred.


Licensure

• No clinical licensure required. Active PHR or SHRM-CP certification preferred; candidates actively pursuing certification are encouraged to apply.


Work Experience

• Minimum 2–5 years of progressive HR experience required, with demonstrated competency across recruitment, onboarding, employee relations, and compliance.

• Working knowledge of NJ employment law, FLSA, FMLA, ADA, and applicable federal and state HR compliance requirements required.

• Experience in healthcare, behavioral health, or nonprofit HR is a significant asset. Prior experience supporting dual for-profit and nonprofit entities is a meaningful advantage.

• Proficiency in HRIS platforms and Microsoft Office Suite required. Experience with ADP, Paycom, Paychex, or similar platforms preferred.

Work Environment & Physical Demands

Frequent standing, bending, reaching, and lifting 50+ lbs.; travel between program sites and community locations.
