Community Outreach Coordinator

Job Description

Open Roads Services, LLC (ORS) is a New Jersey-based for-profit behavioral health and community services organization, affiliated with Open Roads Community Center (ORCC), an IRS-approved 501(c)(3) nonprofit. We are seeking a driven, professionally connected Outreach Coordinator to serve as the external-facing representative of ORS and its affiliated programs.


This is a relationship-development and program promotion role in which the Outreach Coordinator is responsible for initiating and maintaining professional relationships with social workers, case managers, supervisors, and executive-level staff at DCPP, CSOC, CMRSS, Care Management Organizations (CMOs), schools, pediatric practices, and local service providers — with the explicit goal of promoting ORS and ORCC programs, generating referrals, and expanding organizational reach within the systems served. The ideal candidate is a confident, polished communicator with existing professional connections across New Jersey’s child welfare and behavioral health landscape, a thorough understanding of how DCPP, CSOC, and related systems operate, and the ability to represent ORS and ORCC with credibility and strategic clarity at all levels of stakeholder engagement. This position reports directly to the Chief Operating Officer, Robert M. Freschi.

Compensation


Avg. Annual Salary (NJ)

$55,000 / year | $30.22 / hour


Salary Range

$45,000 – $65,000 • Commensurate with Experience &   Qualifications

Job Function


Stakeholder Relationship Development

• Initiate and sustain professional relationships with social workers, supervisors, and executive staff at DCPP, CSOC, CMRSS, CMOs, schools, pediatric practices, and local provider organizations across New Jersey.

• Serve as the primary external ambassador for ORS and ORCC programs — communicating service offerings, eligibility criteria, and referral processes clearly to professional audiences at all levels.

• Attend provider fairs, interagency meetings, coalitions, and professional networking events on behalf of ORS and ORCC.


Program Promotion & Outreach

• Conduct formal and informal presentations to DCPP staff, CMO teams, school personnel, provider groups, and community stakeholders to promote program awareness and generate referrals.

• Develop and distribute marketing materials, program one-pagers, and outreach collateral in coordination with ORS leadership.

• Identify emerging partnership and MOU opportunities with aligned organizations; communicate systems-level trends and feedback to ORS leadership.


Referral & Reporting

• Develop and implement a structured outreach plan targeting priority referral sources; track all activities, stakeholder contacts, and referral outcomes using CRM tools.

• Monitor referral volume by source, identify gaps, and submit weekly and monthly pipeline reports to the COO.

• Coordinate with ORS clinical and administrative staff to ensure smooth intake and follow-through from point of contact to enrollment.

Responsibilites

• Maintain current working knowledge of DCPP, CSOC, CMRSS, and PerformCare systems and accurately represent ORS and ORCC programs within each.

• Clearly articulate the legal distinction between ORS (for-profit LLC) and ORCC (501(c)(3) nonprofit) in all professional settings.

• Maintain accurate records of all outreach activities, stakeholder meetings, and follow-up actions.

• Participate in team meetings and organizational events as required; uphold ORS/ORCC values of equity, cultural humility, and person-centered practice in every interaction.

Education & License Requirements


Education

• Bachelor’s degree in Social Work, Public Health, Human Services, Communications, Business, or a related field required.

• Master’s degree in Social Work, Public Administration, or a related field preferred.

• Formal training or coursework in community outreach, stakeholder engagement, or organizational development is a meaningful asset.

Experience

• Minimum of 2–3 years of professional experience in outreach, community liaison, business development, or provider relations within NJ’s child welfare, behavioral health, or nonprofit sector.

• Demonstrated knowledge of DCPP, CSOC, CMRSS, CMO processes, and PerformCare authorization systems.

• Existing professional relationships with DCPP, CSOC-contracted organizations, or CMOs is a significant competitive advantage.

• Proven ability to develop and execute structured outreach or account management plans.

• Valid New Jersey driver’s license and reliable personal vehicle required. Bilingual English/Spanish is a meaningful asset.

Work Environment & Physical Demands

Frequent standing, bending, reaching, and lifting 50+ lbs.; travel between program sites and community locations.
